      <title><![CDATA[Sánchez challenges electoral calendar and weakness in Congress with new laws]]></title>

      <description><![CDATA[<p><img src="https://static1.ara.cat/clip/513fc80e-7505-4d4b-b9b8-1b23e4934548_16-9-aspect-ratio_default_0.jpg" /></p><p>The Spanish government is piling up bills in Congress and this week some of the parties in the investiture bloc reminded them of it. With the declassification of the 23-F documents, the partners, particularly the Basque formations, have demanded that they dust off a reform that <a href="https://en.ara.cat/politics/the-spanish-government-unearths-the-official-secrets-act-and-will-declassify-the-secrets-of-the-franco-regime-and-the-transition_1_5451324.html" >began its parliamentary process in the summer of 2025</a>, that is, more than half a year ago: the Francoist law of official secrets. The comings and goings with this norm have been constant, to the point that there are two proposals on the table, that of the executive of Pedro Sánchez and that of the PNB, a party that has historically championed the need to leave behind the 1968 secrets law. In fact, the jeltzale initiativepassed its first test in Congress in February 2024. These timesare just a sample of what is happening with many other laws that have been hovering over the Spanish lower house for a long time. For example, the industry law entered Congress in December 2024 and passed the first plenary vote, but since then it has been stalled in the amendment phase, a process that can be extended <em>sine die. </em></p>]]></description>

The leader of the People's Party (PP) has agreed to meet with the head of the national government, according to party sources, although he has set conditions for the meeting. He wants the discussion to cover not only Ukraine, but also the entirety of the Spanish government's foreign policy. In this regard, the PP has stated that it will not support "any defense decision made in isolation" and demands a "binding vote" on "the entire budget, military strategy, and foreign policy." And what does the Moncloa Palace say? For the Spanish government, the meeting falls within the "normal" framework of dialogue with the opposition, even though Feijóo and Sánchez haven't met since March of last year. "We are the government of dialogue," said spokesperson Elma Saiz, who added that the "complicated international context" justifies this round of talks with the PP and the other parties. "The president will share the information with the political groups," Saiz added, without clarifying whether Sánchez will accept Feijóo's conditions and address foreign policy comprehensively, as the PP is requesting. This was the reaction on Wednesday from the Junts spokesperson in Congress, Miriam Nogueras, to the shift in position by Spanish President Pedro Sánchez. After 24 hours without any official reaction, Carles Puigdemont's party finally assessed the situation this morning. <a href="https://en.ara.cat/politics/sanchez-announces-package-of-measures-to-restart-the-relationship-with-junts_1_5580251.html">gestures by the state's chief executive to try to "restart the dialogue"</a> The coalition has been broken since the end of October. In a press conference, Nogueras commented that "what was approved yesterday is part of what should have been approved a long time ago, but the list is long" and "half-measures are not acceptable." In fact, he added that they have already "made a decision" regarding the break, which they would only reconsider if the Socialists resolved all the breaches. Thus, he pointed out that "there is time to negotiate, there is time to fulfill commitments, and there is time to make decisions," but added that Junts has already decided to break and that the ball is now in the court of the national government to address all the agreed-upon commitments that have not yet been fulfilled.
