It is also seen very differently by Unionist and pro-Catalan parties and associations. The CUP, the Plataforma per la Llengua, the ANC, the Coordinadora d'Associacions per la Llengua and several educational unions have accused the Government of turning the Catalan High Court's ruling into "law", in the words of CUP spokesperson Dolors Sabater. And the Unionist right has claimed that the signatories are ignoring a court sentence. In short, some believe it applies the rulings; others that it ignores it. Even so, the bill has passed its first hurdle: the signatory groups have had it processed and after a single reading it will probably be approved on Friday as the last item on the agenda.

Last minute complications on the wording of the bill delayed the agreement until it was almost too late, since, according to several parliamentary sources, there was difficulty in finding a formula on the use of Catalan and Spanish in the classrooms that satisfied all parties. In the end, the agreed expression on the role of Spanish and Catalan has been as following: "The teaching and the curricular and educational use of Catalan and Spanish must be guaranteed and have an adequate presence in the curricula and in the educational projects (...) "The scope of the presence [of Spanish and Catalan] must be determined exclusively by pedagogical criteria and individually by each school".

Education minister Josep Gonzàlez-Cambray has announced that the Government is preparing a new decree to modify Catalonia's Education Law (CEL) to "reaffirm the Catalan school model". Cambray has said that for the moment schools "do not have to modify their linguistic projects", that is to say, they do not have to teach 25% of classes in Spanish, because what the Catalan Government wants to do is "to answer the court" with a new normative framework that is not based on percentages. "We measure learning, not percentages, and the Catalan education system gives the absolute guarantee that by the last year of compulsory education students will have full competence in Catalan and Spanish," said Cambray.

Since December, five-year-old pupils get 6 and a half hours of teaching in Spanish per week (25%), at the request of a single family, who appealed to the courts. This morning they have submitted a letter to Catalonia's High Court to ask to be included as a party in the judicial process. "We feel questioned because no one, neither the school nor the complainant family, has allowed us to defend ourselves," said Helena Díaz, spokesperson for the families.
