The president comfortably navigated the general policy debate, and while it cannot be said that he emerged strengthened, neither did he emerge weakened. His plan to facilitate the construction of 214,000 apartments managed to generate enough debate and opinions, both for and against, to set the agenda and make headlines.</p>]]></description>

Isla is a transparent politician. He doesn't deceive. And this is evident in his speeches. And this Tuesday, Illa made it clear that he dreams of a Catalonia filled with bulldozers and cranes, cement mixers and bricks, and large signs at the entrance to every town advertising new housing developments. But we don't think this is a mania. <em>developer</em> or speculative in the Josep Lluís Núñez style. No. For Isla, putting all his eggs in the housing basket is a "national mission" that allows him to achieve a triple win: boosting the economy, lowering prices (if it doesn't trigger a new bubble), and improving public spaces. And to achieve this, he also enjoys a very broad consensus, since practically no one in Catalonia is against building housing. The debate, if anything, is about what percentage should be public.</p>]]></description>

First of all, it has become clear that the president, Pere Aragonès, does not intend to move one millimetre away from his commitment to explore dialogue with the State through the negotiating table despite the pressure from his coalition partners JxCat and CUP. The latter,<em> </em>who were quick to reach an agreement with ERC for the investiture, now seem uncomfortable in their role as preferred partner and intend to raise the price of their support for the budget with a proposal that was not included in that pact: holding a new unilateral referendum before the next elections. Aragonès, however, rejected a proposal that would contradict his commitment to dialogue.</p>]]></description>
