According to funds from the Ministry for Ecological Transition and the Demographic Challenge, the decrease in electricity bills will reach 8.55 percent for industry, 9.91 percent for energy-intensive industries, and 4.95 percent for SMEs, meaning the overall decrease will range between 4.5 and 1 percent. The Ministry has opened for public comment the draft order establishing the electricity system charges for 2026. This consultation reveals that electricity system costs will amount to €4,057.4 million, 15% higher than in 2025 (€8,510.4 million), while revenues to offset these charges will amount to €4,453 million, derived from taxes on carbon dioxide (CO2) emission allowance auctions.2and specific taxes.

Despite the increase in electricity generation from renewable sources – wind energy led electricity generation in Spain last year – in 2021 prices soared. According to Omie, the Iberian electricity market operator, the average for the year in the wholesale market stood at €111.93/MWh, with a strong peak in the last months of the year. This average price is an all-time record and 229.5% higher than the previous year's, which was marked by historically low prices due to the pandemic.

In some specific cases, according to the Competition Authority, electricity suppliers - which it does not identify - have been found to have overcharged up to 30% in the so-called energy term. This is a part of the bill that reflects the network access toll (which is fixed) and the cost of electricity production in each period (which is variable).

The average megawatt hour (MWh) has been 83.3 euros, a level that shatters the previous record, achieved in January 2017, when the MWh stood at 71.49 euros. Moreover, if compared with that of June last year, it has soared to 172%, although it is true that then the price fell sharply due to the fall in consumption due to the pandemic. However, this June, the average price in the wholesale market has been 76.5% higher than during June 2019, when the coronavirus crisis had not yet occurred. The Association of Large Energy Consumption Companies (AEGE) has already sounded the alarm about the impact this may have on their costs.

The Council of Ministers has approved this Thursday a royal decree with urgent measures in the energy field that includes the reduction of VAT on electricity, which is usually set at 21%. The Spanish government expects the tax reduction to translate into lower electricity bills for consumers at a time when the price of electricity has skyrocketed due to rising production costs.
