The phenomenon has drastically reduced visibility and altered normality throughout the island. The impact is most noticeable in air transport, with affected operations and diverted flights due to the difficulty of operating safely. Isolated incidents have also been recorded in other services.

The Polisario Front, which claims independence for the former Spanish colony, had challenged the agreement on the grounds that Morocco has no right to negotiate the exploitation of Sahrawi fishing, agricultural or mining resources. The decision directly affects Spain, because 93 of the 128 European vessels fishing in Sahrawi waters under the agreement are Spanish. Wednesday's ruling proves that neither Brussels nor Rabat can negotiate international agreements on the waters of Western Sahara without consulting it as the legitimate representative of the Saharawi people.

This was the response of the Moroccan Ministry of Foreign Affairs to the hospitalisation in Logroño of the leader of the Polisario Front, Brahim Ghali. A week later, more than 8,000 people (a third of them minors) crossed the border into Ceuta irregularly. This is not new. At the end of February 2020, Turkish Prime Minister Recep Tayyip Erdogan warned the EU that it would "pay the price" for not increasing its financial aid and not supporting Turkish military operations in northern Syria. Days later, following the announcement of an open border policy, 13,000 people (including many families) attempted to cross the Greek-Turkish border in the Evros River area.
