The head of the Government has summoned this campaigning organisation, alongside Òmnium Cultural and Association of Municipalities for Independence (AMI), to rebuild bridges, but the impression is that it will not be easy to find common ground. The ANC went to the meeting with a proposal under its arm: "making independence effective" in the second half of 2023, an idea that has been automatically dismissed by Aragonès. "The conditions do not exist to move forward with such a proposal, and everybody knows this," said Presidency minister Laura Vilagrà.

This has been announced this Tuesday by government spokesperson, Patrícia Plaja, who has argued that the Generalitat has taken this decision because it expects the sixth wave to "peak" shortly and that, from then on, a new phase of "deceleration" of the pandemic will begin. In spite of this, the Catalan executive does not yet foresee lifting other restrictions and does not set a horizon to stop limiting meetings to 10 people or to put an end to the measures affecting the nightlife sector.

This is the Catalan government's diagnosis of the current situation regarding the pandemic. Even so, this Tuesday Catalan executive spokesperson Patrícia Plaja has ruled out the imposition of restrictions in the short term; instead, it will wait to see how contagions evolve over the coming fortnight. The Generalitat is convinced that cases will continue to grow, but it will be the magnitude of this growth that will determine the measures to be taken. This means that, unless there is a drastic change in the situation, there will be no new restrictions over Christmas.

It is the compilation of all public policies and concrete actions that it wants to implement in the next four years in each of the 14 Departments that make up the Generalitat. The plan is made public just a week after the first major crisis between Republican Left of Catalonia (ERC) and Together for Catalonia (JxCat) since this government took office – over the composition of the dialogue table – and, although it had long been expected to be released today, it is also meant to show that both sides have left the conflict behind them, even if only temporarily.

The administration's diagnosis of the current situation of the pandemic is that the curve of infections is falling but still "very slowly". Therefore, for the Catalan executive there is room to make changes, but following the principle of prudence.
