The Spanish government is willing to declassify documents linked to the Pegasus case, but not to make them freely accessible to the public. Unidas Podemos and pro-independence parties have requested the publication of court authorisations that CNI director Paz Esteban showed the official secrets committee. However, Socialist spokesperson Felipe Sicilia has made clear that if any document is declassified it will only be available through the "appropriate channels": behind closed doors in the parliamentary committee. Declassification, moreover, will only occur if requested by the Ombudsman, who is investigating the events, or a judge. Documents will not be made public because of requests by Catalan president Pere Aragonès.

The negotiating table is not part of Pedro Sánchez's priorities and he does not hide it. In his 2021 balance speech he only referred to it when asked by journalists and he did it to downplay its urgency, and he did not mention it on Friday during the Socialist Party's federal committee. Using the management of the pandemic as a shield, the Spanish president has again refused on Monday to set a date for the new meeting between the Generalitat and the State so as not to "tie himself up", as he argued in an interview with Cadena SER. But he has assured, however, that the table will be convened at least twice this 2022. ERC, meanwhile, continues to press for the meeting to be "as soon as possible", despite the fact that it wants to avoid a new controversy over dates.

Every week there is some sort of row between coalition government partners in Catalonia. Before the wound opened by the negotiation of the Catalan and state budgets has had time to heal, ERC and JxCat are back at it over the defence of linguistic immersion in Catalan schools after a High Court decision forced a school in Canet to teach a quarter of classes in Spanish. It all began with speaker Laura Borràs (JxCat) suggesting Education minister Josep Gonzàlez-Cambray (ERC) tale over the school in Canet de Mar. Borràs's proposal, which would expose to the minister to possible legal action, has not been well received by ERC. Not so much because of the substance, which is not convincing either, but because of the manner in which its coalition partner has chosen to bring up the issue.

Keeping the path of dialogue alive is one of the main objectives of Republican Left of Catalonia (ERC) – and, therefore, President Pere Aragonès – in this term. Given two years to prove the negotiation with the State bares fruits by the pro-independence majority that sustains the Government, the Catalan president has avoided holding the Spanish president responsible for former Catalan president Carles Puigdemont's arrest in Sardinia on Friday, contrary to the latter's claims. "I will not go into speculating whether the Spanish government was in the know, but I have no evidence that it was the case," he said in an interview with La 2 and Radio 4, in which he has made clear that blame for Puigdemont's situation is the Spanish judicial apparatus.

The controversial reform of El Prat airport might force some Catalan parties to lay bare their internal contradictions to the public eye. If at first it was En Comú who protested against an investment in an airport carried out by a Spanish coalition government of which they are part, now it is Esquerra who plans to participate in the demonstration against the reform in spite of the fact that the Government it leads has agreed on the investment with the Spanish government. This Monday the deputy general secretary of ERC, Marta Vilalta, explained that "it is likely" that her party will participate "somehow" in the first protest against the expansion of the airport, which has been called for September 19 in Barcelona. The extension has, albeit with nuances, been defended by ERC.

Pedro Sánchez lack of clarity on whether or not he will attend the dialogue table and, therefore, on whether he will show whether he takes it seriously or not, is becoming a source of discomfort for ERC. There are ten days left before the meeting and the Spanish president continues without publicly clarifying whether he will be in Barcelona. This is why ERC has decided to take a step further in the pressure strategy and has warned Sánchez that if he does not decisively back this negotiating tool, ERC will rethink the predisposition they have shown so far to negotiating the State budget. And their thirteen votes in Congress could be key. "If the negotiating table is ignored, it is clear that it will be much more difficult to work to find other possible agreements in other negotiations," said deputy secretary general of ERC, Marta Vilalta. Among negotiations is, in fact, that of the Spanish public accounts.

After the Court of Auditors rejected the allegations of the accused and set a provisional bail of €5.4m, the Generalitat started work on ways to be able to respond and avoid former officials' assets being seized, as advanced by ARA last Wednesday. After the meeting of party leaders every Monday, the spokeswoman of JxCat, Elsa Artadi, has defended in a press conference that the Government should act as guarantor for the accused and thus "protect" the Generalitat's workers. In turn, the deputy secretary general of Esquerra and also spokeswoman, Marta Vilalta, has replied that the executive is preparing a proposal to address the bail demanded by the Court of Auditors, although she has avoided speaking explicitly of becoming guarantor.

The negotiating table between the Spanish Government and the Catalan government will return this year once the latter has been sworn in, but Spanish president Pedro Sánchez is in no hurry for it to meet again. While president of the Generalitat Pere Aragonès demanded in an interview with the ARA this Sunday to get to work soon, the head of the Spanish executive has downgraded its urgency and affirmed that "there will be time to meet". He will receive Aragonès in Madrid before the summer, but the dialogue table could take longer, he said at a press conference from Alcalá de Henares after a summit with the Polish government.

The reissue of the ERC-JxCat coalition could make one think that practically nothing has changed behind the scenes in the Generalitat, but the change in presidents, who belongs to ERC instead of Junts, has meant profound changes in some of the Catalan administration's centres of power. For example, in the Palau de la Generalitat in recent days there has been a change of guard. A flock of JxCat posts have packed their bags to make way for an ERC unit. They are the people of Pere Aragonès's uttermost trust, who will work side by side with the president and experience the first republican presidency since the restoration of democracy most closely. They are all the president's men and women.

Junts per Catalunya believes that an agreement with Esquerra is on the verge of being reached in the "next few days", although they admit that some of the key aspects of the negotiations have not yet been finalised: there is still no agreement on the strategic unity in Madrid, nor on where to locate the strategic leadership of the Catalan independence bid, nor on the structure of the Government. "The talks are progressing satisfactorily, we have a very advanced framework, I think that in the next few days there may be an agreement", said the party's secretary general, Jordi Sànchez, at a press conference at the party's headquarters. The former leader of the ANC, who has left Lledoners on prison leave, was optimistic about reaching an agreement - he said that there are no "insurmountable" issues - and said that it is "more urgent than ever" for ERC and JxCat to work on the basis of "unity".

For the time being, the Republican Left of Catalonia (ERC) has ruled out trying to form a government alone. It was an idea that had been maturing for weeks due to the lack of progress in negotiations with Together for Catalonia (JxCat), but which the party finally discarded. Saturday marked the deadline ERC had set for an agreement, yet their joint General Secretary Marta Vilalta justified continuing efforts to form a coalition government by alluding to a "turning point" in talks with JxCat.

Faced with the possibility that JxCat could postpone the investiture debate if there is no agreement to form Government, ERC has taken advantage of the act of commemoration of the 90th anniversary of the party to pressure the party of Carles Puigdemont and also the CUP. "We need a strong Government without further delay", said the vice president of the acting executive and also presidential candidate of ERC, Pere Aragonès, from the stage that the party has installed in the Rambla de Sants in Barcelona. The place has not been chosen at random, but it was in the neighborhood of Sants where ERC was founded 90 years ago. And it is precisely the legacy of the party that Pere Aragonès, the president of the party, Oriol Junqueras, the general secretary, Marta Rovira, and also the spokeswoman, Marta Vilalta, have wanted to claim, as well as the need to constitute a new government of the Generalitat that puts the values of republicanism ahead.
